Chad Basin Development Authority

Alhaji Tijjani Musa Tumsah is a seasoned administrator and development strategist, he has held high-level roles including Vice Chairman of the Presidential Committee on North East Initiative (PCNI) and the Victims Support Fund (VSF), where he oversaw impactful humanitarian and recovery programs. He previously served as National Secretary of both ANPP and APC, and as Commissioner in multiple ministries in Yobe State. A Fellow of the Chartered Institute of Directors and a graduate of Malone University, Ohio, Alhaji Tumsah has over four decades of experience across governance, business, and humanitarian sectors, with a strong record of delivering results in complex environments. He holds a Bachelor's Degree in Business Management and Psychology from Malone University, Canton Ohio (1983) and a certificate in Strategic Business Management from Stockholm, Sweden (2006). He assumed his current role on 13th December, 2024.

Barr. Bashir Bukar Ba'ale

Executive Director, Finance and Administration

Bashir Ba'ale is a seasoned public servant with a strong background in legal, administrative, and political roles. He began his career as a Health Attendant with Gujba Local Government Council (1998–2002) before serving as Legal Officer in the same council from 2002 to 2010. He was later appointed Board Member at the College of Administration, Potiskum (2010–2012), and Yobe Television Authority in 2012. From 2013 to 2015, he served as a Supervisory Councilor in Gujba Local Government Council. In 2023, he was appointed Chairman of the North East Development Commission, underscoring his continued dedication to regional development and governance. He holds an MSC in international relations and Diplomacy, Masters in law (LLM), and is an alumnus of the National Institute for Policy and Strategic Studies, Kuru, Jos. He assumed his current role on 13th December, 2024.

Executive Director, Engineering

Born on 5th June, 1965 at Bama in Bama Local Government Area of Borno State. I attended Kasugula primary, Bama from 1971 – 1978, Government Science Secondary School, Bama from 1978 – 1983. Ramat Polytechnic Maiduguri from 1985 – 1987 for National Diploma in Irrigation Engineering. I Joined the service of the Borno State Government as Assistant Technical officer in the Ministry of Agriculture and Natural Resources in January 1988 at Yau irrigation Scheme. Proceeded to Kaduna Polytechnic, Kaduna from 1990 – 1992 for Higher National Diploma in Agricultural Engineering (Soil and Water). I did my NYSC in Delta State during the 1992/93 service year. Posted to Damasak as area Irrigation Engineer from 1993 to 2000. Zonal Irrigation Engineer, Yau from 2000 – 2002. 

Educational Qualifications: Attended University of Maiduguri from 2002 – 2007 for Bachelor Degree in Engineering B. Eng’g (Agricultural and Environmental Resources). Deployed to Irrigation Division Headquarter as chief Irrigation Engineer. Retired in January 2023 as Director Irrigation Engineering after serving for thirty-five years. Served as the Secretary Borno State Agricultural Transformation Committee from 2021 – 2025.

Executive Director, Agricultural Services

Iliyasu Mu'azu is a distinguished agricultural expert with a Bachelor's Degree in Crop Production and Horticulture and a Diploma in General Agriculture. His extensive experience includes serving as Director of Agriculture in the Ministry of Agriculture, Yola – Adamawa State (Rtd), National Vice President of the Maize Association of Nigeria (MAAN), and National President of Greenview Agro Aggregators Association of Nigeria (GAAN). He also served as Deputy Director in the Agro Commodities Directorate of the Tinubu/Shettima Presidential Campaign Council (PCC). He assumed his current role on 13th December, 2024.

Hon. Vrati Sahulama Nzonzo - Executive Director, Planning and Design

Hon. Vrati Sahulama Nzonzo

Executive Director, Planning and Design

Hon. Vrati S. Nzonzo, an indigene of Lamurde LGA in Adamawa State, is a dedicated leader and politician known for his commitment to good governance and public service. Born on January 9, 1979, he has served as Senior Special Assistant to the Governor on Youth and Political Mobilization and was elected Executive Chairman of Lamurde LGA in 2016. He contested for seats in the Adamawa State House of Assembly in 2019 and the House of Representatives in 2023 under the APC. Vrati is widely respected for his simplicity, openness, and strong work ethic. He holds a B.Sc in Economics from Modibbo Adama University, Yola, a Masters in Administration, Peace and Conflict Studies from the same university, and is currently pursuing a Ph.D in Securities and Strategic Studies at Nasarawa State University, Keffi. He assumed his current role on 13th December, 2024.
